Europe to Cap Prices for Roaming Text Messages and Data

European telecommunications ministers gave their backing on Thursday to a plan to cap retail prices for sending SMS (Short Message Service) text messages and browsing the Internet using mobile phones while abroad.

In September the European Union's executive body, the European Commission, proposed slashing both the retail and wholesale prices for text messaging by introducing caps of €0.11 and €0.04 respectively. Average retail prices are currently estimated at around 0.29 euros, the Commission said.

It also proposed a cap on the wholesale price for downloading data of €1 per megabyte, and called for further reductions in the cost of voice calls when roaming.

"Ministers have answered the Commission's call for a speedy response to the SMS and data roaming rip-off very positively," said Viviane Reding, the telecommunications commissioner.

E.U. citizens sent 2.5 billion SMS messages, generating €800 million for their mobile phone operators last year, the Commission said. The cost of sending messages while roaming can be ten times more than sending a message from within the home country.

Slashing this price is seen as an essential part of creating one single European telecoms market, and an excellent way of illustrating the merits of the single European market to consumers.

"I am confident that with Parliament we will ensure that consumers travelling in the E.U. will save money when sending texts and surfing the Web with a mobile phone as of 1 July 2009. This would send a clear message of consensus that the E.U.'s single market is there to serve European citizens as well as businesses," Reding said.

Under the proposed re-drafting of the 2007 roaming regulation, roaming customers should also receive an automatic message with data roaming charges for the country they have entered. From summer 2010, consumers should be able to specify in advance how high their data roaming bill can go before the service is cut off -- a measure designed to put an end to what the Commission calls "bill shocks".

The cap of €1 per megabyte for wholesale fees should create a level playing field and stimulate competition, the Commission said.

Finally, the Commission, now with the support of the 27 member state governments of the E.U., wants to further reduce the caps on making and receiving phone calls while abroad.

In 2007 they were capped at €0.46 per minute for calls made abroad and €0.22 for calls received abroad. The plan now is to reduce these caps to €0.34 and €0.10 respectively, excluding value-added tax (VAT), by 1 July 2012.

Assuming the European Parliament supports the new roaming regulation, European consumers would also benefit from per-second billing after 30 seconds for roaming calls made and per-second billing throughout calls received. Today, mobile phone subscribers pay for 24 percent more than the minutes they actually use when making calls, and 19 percent more for received calls.

3G auction may take place in Feb

Contrary to general perception that 3G service auction will be completed by January, the DoT’s new draft information memorandum for the auctioning process reportedly plans to conduct the auctions for WiMAX and 3G in separate phases with WIMAX auctioning preceding 3G by a month.

The move stands in contrast to DoT’s earlier stand of conducting simultaneous auctioning for WiMAX and 3G so as to avoid any price manipulation by the bidders.

The draft says that auctioning for WiMAX may be held on January 16 while those for 3G to be held on February 9.

Additionally WiMAX players will have to cough up only 1 percent of their annual revenues towards renewal fees while 3G players will have to pay 2 percent, say reports.


Also to ensure level playing field, the draft proposes to restrict anti-competitive measures like tie-up of software solution providers and vendors with the operators for WiMAX.


Official announcement regarding the complete time table for the process is expected soon.

Six problems with iPhone OS 2.2

Are you an iPhone owner? Read this carefully before jumping to the new iPhone upgrade, OS 2.2. Remember, it is prudent to wait a while, rather than struggle with the bugs that may come with the new update.

Apple’s just released update for iPhone and iPod touch adds several features to both the devices as well as a number of security improvements. However, according to iPhone Atlas, several users who have updated to iPhone OS 2.2 are facing serious issues, including problems with third-party apps, Internet connection and email. Here's a listing of the major bugs being faced by users.




Third-party applications broken

Several users have complained of some third-party apps not functioning properly with iPhone OS 2.2. These include a number of applications that make use of CoreAudio.

This is due to API changes and other modifications. These applications will need to be updated by their developers. Users can look forward to fixes from developers to roll out over the next few weeks. In the meanwhile, users can try uninstalling then reinstalling applications for issues that do not involve API or other strict compatibility.

Could not Connect to Internet

Many iPhone users are unable to connect to the internet over EDGE or 3G cellular networks. In certain cases, manually switching between 3G and EDGE can resolve the issue.

SIM card not inserted'

Several users are experincing issues with their SIM card not being recognised. Some updated iPhones are giving errors that the `SIM card not inserted' or that a PIN lock is in place (where it has not been set).

The SIM recognition issue can be resolved by removing the iPhone's SIM card, then connecting it to the user's PC and restoring. iTunes may then reload the iPhone software successfully, after which the user can re-insert the SIM card and attempt synchronisation with iTunes.

Problems in deleting emails

Several users, specifically AOL users are facing trouble deleting email from their accounts after OS 2.2 update. According to the report, 'this problem can generally be resolved by navigating Settings > Mail, Contacts, Calendars > (your account name) > Advanced > Deleted Mailbox, then setting for the `On My iPhone' Trash for a POP account, or `On the Server' for an IMAP account.'

App Store extremely slow

Some users are reporting an extremely slow experience while browsing or trying to use the App Store after the iPhone OS 2.2 update. This may be a server-side issue that Apple is working to resolve.

KM instead of miles in Google Maps

Google Maps is displaying kilometers instead of miles for various countries. Here, selecting `USA' in International Settings can resolve the issue. However, this may lead to other issues for users outside US. There has also being reports of users not being able to use Google Street View. If Street View doesn't appear on the desktop version of Google Maps, it won't show up on your iPhone.

Facebook has won $873m law suit against Canadian spammer

One of the most popular social networks Facebook has won a law suit against Canadian spammer who was sending "sexually explicit" messages to the network users on behalf of the members whose accounts he had hacked. Now Adam Guerbuez, a resident of Montreal is ordered to pay $873m to Facebook owners. According to Jeremy Fogel, the US District Judge the fine has so high because Guerbuez has violated the US federal CAN-SPAM Act. Adam Guerbuez, who runs Atlantis Blue Capital and Ballervision.com was also restricted to use the prominent social networking site. During his activity Guerbuez has sent more than 4 million junk messages.

"Everyone who participates constructively in Facebook should feel confident that we are fighting hard to protect you against spam and other online nuisances," Max Kelly, Facebook's director of security, wrote Monday on the company's blog.

Efforts to reach Guerbuez for comment on Monday were unsuccessful.

The case against Guerbuez and his business, Atlantis Blue Capital, illustrates how Internet rogues can manipulate Facebook's communications system to unleash massive marketing blitzes.

According to Facebook, Guerbuez fooled its users into providing him with their usernames and passwords. One method was the use of fake Web sites that posed as legitimate destinations.

After Guerbuez gained access to user's personal profiles, he used computer programs to send out more than 4 million messages promoting a variety of products, including marijuana and penis enlargement products, during March and April of this year, Facebook said.

"Despite the resources dedicated to spam eradication, current available technology does not permit Facebook to completely prevent the transmission of spam on its site," the company's lawyers wrote in the case against Guerbuez.

Nokia 5800 XpressMusic touch phone launched in India at Rs 21, 839

Nokia’s much-awaited touchscreen phone finally comes to India. The much speculated and talked about phone -- Nokia 5800 XpressMusic -- is touted as the company's answer to Apple iPhone.

Seems, the world's top cellphone maker took some cues from Apple iPhone’s pricing in India, Nokia 5800 is reportedly priced at Rs 21,800 (almost Rs 9,000 less than 8GB iPhone and Rs 14,000 less than 16 GB iPhone).

Nokia 5800, which can handle as many as 60 different languages, will be in shops early January 2009. The phone will also feature Nokia's Comes With Music service, which challenges Apple Inc's dominance in the digital music market.

On the looks front Nokia 5800 has same rounded corners and similar screen like iPhone. The screen size is 81mm (3.2-inch) diagonally, with 640x480-pixel touchscreen display that can play multiple types of video at a high resolution.

Measuring 111 x 51.7 x 15.5 mm, the Nokia 5800 weighs 109 grams. Positioned as a music phone, the phone will be available in black, red, and blue variants.

The phone supports both finger and stylus touch.

Nokia's touch phone comes with 81MB internal memory, 8GB microSD memory card, capable of storing approximately 6,000 songs. The memory can be further expanded upto 16GB. Nokia 5800 is equipped with the Symbian S60 interface which Nokia showed off last year.

The battery life is reportedly as much as nine hours (GSM) or five hours (HSDPA), 35 hours for music playback or three hours of video. The company claims that the standby time is up to 17 days.

Nokia 5800 has 3.2 megapixel camera with a Carl Zeiss lens and a dual-LED flash with 30 fps video recording. It also has a second backward facing camera. Nokia 5800 has built-in surround stereo speakers, Nokia Maps, GPS, Wi-Fi, stereo Bluetooth and a top-mounted 3.5mm headphone socket.Unlike the Apple iPhone, the Nokia 5800 has Flash support, a programme used to power many online video services and websites.

The phone has a Media Bar, a drop down menu that provides direct access to music and entertainment.

Reportedly priced at Rs 21, 839, Nokia's touchscreen phone will be available in India beginning 2009.

Intel Looking To Invest in Indian WiMax operators

Sitting on a cash pile of $15 billion, chip maker Intel is looking to invest in companies which will enable uptake of WiMAX-based broadband services in India. This could include picking up stake in Indian telecom operators who win the WiMAX spectrum and also invest in smaller companies that have equipment or software solutions to build the ecosystem.

Mr Sriram Viswanathan, Vice-President, Intel Capital and General Manager, WiMAX Program Office had this to say when questioned on his India plans - “We are always looking for opportunities. We have invested a significant amount in many countries including US, Japan, Malaysia and Taiwan. We have done roughly a dozen plus operators. Our objective is to cover a billion people over the next few years with WiMAX technology and India with its huge population offers good opportunity,”

The only way Intel can invest into wimax is invest in Telecom Co’s that get Wimax spectrum alotted to them via the auction which is expected to be held in January 2009. Besides for state-owned telecom majors BSNL and MTNL, private players including Reliance Communications and Tata Teleservices are expected to deploy WiMAX-based wireless broadband services in India by next year.

“India will have four WiMAX licences. We want the market to grow for which we will have to do some heavy lifting. Though we cannot have five different relationships in the same geography, it doesn’t mean that we need to have only one. In the US, we had commercial relationships with both Clearwire and Sprint," he said.

The major issue facing the growth of technologies like wimax and 3G is investments especially in the current slowdown scene where cash is hard to come by and lesser and lesser companies would take risk with new technologies. Intel has made investments the world over in application and equipment companies like Telsima, Beeceem and also NIIT, Sasken and Rediff.

But given the auction is just around the corner more such investments would need to be made for the growth and adoption of new technologies.

Toshiba Launches Three Mobile Computers

Mobile computer manufacturer Toshiba has unveiled three lightweight products targeted at various consumer segments. Yesterday’s product launch, which consisted of one netbook and two ultraportable computers, also marks Toshiba’s venture into the netbook market. Netbooks are usually defined as small form factor mobile computers that use low-voltage processors.

Toshiba’s maiden netbook offering, the NB100, comes with a backlit 8.9-inch WSVGA LCD panel, with resolution up to 1024 x 600 pixels. The NB100 is powered by Intel’s N270 Atom CPU and runs Microsoft Windows XP.

Other features include a 0.3 megapixel Web camera, an integrated graphics controller, Bluetooth 2.1, wi-fi (802.11b/g), 10/100 ethernet and three USB ports. The NB100 is expected to weigh below 1 kg and come with up to 120 GB of hard disk drive storage space.

According to Toshiba, the netbook is targeted at schoolchildren, senior citizens, and mobile workers who “do not require the processor power or range of functions of a full-sized laptop”.

Toshiba’s second and third offerings, both 12.1-inch models which contain more features and higher-end specifications than the NB100, are aimed primarily at business users.

The PORTEGE A600, which weighs in at 1.46 kg, contains an in-built optical drive, an express card reader, spill-resistant keyboard, and fingerprint recognition for a secure log-on process. The A600 runs on Intel’s Centrino 2 processor and comes with 3GB of RAM and a 250GB hard drive.

Connectivity options for the A600 include wi-fi, Bluetooth 2.1, and Gigabit ethernet. A USB cum eSATA combo port on the A600 will provide consumers with the convenience of charging USB devices and connecting eSATA devices using the same port.

Targeted at style-conscious business users, the high-end PORTEGE R600 comes in a silver grey magnesium case and weighs in at just 979g. It features a 128GB solid state disk (SSD) and 7mm DVD SuperMulti Drive. Battery life for the R600 is expected to last up to nine hours due to the SSD’s lower energy consumption compared to standard hard disk drives.

The R600 runs Intel’s Centrino 2 processor and comes with an LED backlit display which Toshiba claims is able to offer clear visibility “both indoors and outdoors” due to a transflective screen, which allows the user to turn off the LED backlight and use an embedded reflecting mirror to avoid light reflection. Standard connectivity options such as wi-fi, Bluetooth 2.1 and Gigabit Ethernet are available.

Like the A600, the R600 also comes with a spill-resistant keyboard and fingerprint reader.

All three laptops are expected to be available in Singapore next month. Prices start at S$799 (US$522) for the NB100, S$3,999 for the A600, and S$4,000 for the R600.

Nokia warns mobile-device sales will fall next year

Handset makers collectively will sell fewer mobile phones in 2009 than this year, and sales for 2008 will be lower than previously expected, Nokia warned on Friday.

However, Nokia doesn't expect smartphones to be particularly hard hit.

The world's largest cell phone maker said that it now expects that total mobile phone sales across the market for 2008 will be 1.24 billion, instead of its earlier estimate of 1.26 billion. The total is still better than 2007, when 1.14 billion phones were sold. While Nokia didn't give a figure for how many phones it expects to sell next year, it did say that the total will probably be lower than this year.

Nokia said that, in the last few weeks, the global economic slowdown, combined with unprecedented currency volatility, has resulted in consumers pulling back sharply on their spending.

The market for mobile devices "has also been negatively impacted by the more limited availability of credit, which has limited the purchasing ability of some of our trade customers," the Finnish company added.

Nokia still expects market share in the fourth quarter to be at or slightly above third-quarter levels but warned sales and profit in its devices and services unit will be negatively impacted.

The telecom-equipment industry wasn't spared either, with Nokia Siemens Networks forecasting both the mobile- and fixed-infrastructure markets will be down in euro terms next year.

Asklaila today announced a partnership with Airtel, to power all of its city search services. The partnership enables Airtel customers to get up-to-date information about their city, free of cost, through asklaila's city information database. According to a press release, the asklaila-powered 'Airtel city search' will reach more than 30 million users across the six cities where asklaila is available, including Delhi, Mumbai, Chennai, Hyderabad, Kolkata and Bangalore.

The release claims that Airtel is the first telecom company in the world to deploy a multi-mode, multi-platform local search service since it is available across 3 platforms – cell phones, the Internet and Airtel's DTH service.

Airtel users can get local information either by messaging, an unstructured supplementary service data channel, through Airtel Live or by accessing asklaila's site on Airtel's GPRS service.

YouTube to post full-length MGM films

YouTube, the largest video-sharing website, will show full-length television shows and films from Metro-Goldwyn-Mayer's archives in its latest step to boost advertising revenue by adding professional programming, the company said on Sunday.

The site, owned by Google Inc, plans to make the announcement about the new partnership on Monday.

MGM Studios will kick off the partnership by posting episodes of its decade-old "American Gladiators" programme to YouTube on one channel.

On another channel, MGM will post full-length action films like "Bulletproof Monk" and "The Magnificent Seven" and clips from popular movies like "Legally Blonde." These will be free to watch, with ads running alongside the video.

YouTube in October forged a similar partnership with CBS Corp to run full-length archived shows, including "Star Trek," "Young and the Restless" and "Beverly Hills 90210."

Many TV networks already run short clips on YouTube, which also offers millions of home videos uploaded by users.

But until now, YouTube videos were predominantly short clips of ten minutes or less. The company has been experimenting with full-length shows for some months with Time Warner Inc's HBO and CBS's Showtime cable networks.

The new partnerships put YouTube in more direct competition with Hulu, the online video site
owned by News Corp and General Electric's NBC Universal.

Hulu features up-to-date full-length shows from News Corp's Fox networks, NBC and CBS. It also has a YouTube channel which features short-clip versions of its shows.

Apple to Introduce an Ultra-portable Device

Barclays Capital analyst Ben Reitzes speculates that Apple is likely to broaden its iPhone line with a low-end model, but not until calendar Q3 2009 at the earliest. The analyst also asserted that it ‘makes complete sense’ for the company to introduce an ultra-portable device to fill the price gap between the $399 high-end iPod Touch and the $999 MacBook.

“This $600 gap needs to be filled and we think it can be with a premium ultra-portable device using multi-touch technology,” he wrote in his latest note to clients. “We believe an ultra-portable can be done right… Apple, in our view, would only introduce a premium product that doesn’t dilute its brand.”

Reitzes imagines a touchscreen tablet capable of video chat, with a front-facing iSight camera, and the ability to view documents and perhaps access more Apple software and content via MobileMe or “the cloud.” He thinks such a product would be “prefect” for partnering with wireless carriers “who can even subsidize the product.” Concludes Reitzes: “Net net, Apple needs to fill a gap in terms of price and its current $600 gap is mysterious.”

To reflect his lower iPhone forecast, Reitzes today cut his FY 2009 EPS estimate to $4.95 from $5; which by the way would be down from $5.36 in fiscal 2008. For 2010, he now sees $6, down from $6.16. His price target on the stock drops to $121, from $125; he maintains an Overweight rating on the stock.

Sony Ericsson Xperia X1 sales slowed

Sony Ericsson Mobile Communications isn't shipping as many units of the Xperia X1, its flagship Windows Mobile phone, as originally planned because of manufacturing delays. Hardest hit are Sweden, Germany and the U.K., the countries in which the phone was first launched, a company official said.

More phones are expected to go on sale in Sweden in the next couple of days, and more shipments are also expected in the U.K. and Germany during the next couple of weeks, said the company's Nordic public-relations manager Gustaf Brusewitz.
The company said the manufacturing delays were caused by a lack of certain materials.

"We don't want to go into detail regarding which materials are causing the problems," said Brusewitz.

More people have been added to the project to reduce the delays, he said, declining to give further details. Sony Ericsson is working closely with its manufacturing partner HTC, he said.


Plans to sell the Xperia X1 in other countries won't be affected by the delays, despite the initial shortage of phones, according to Brusewitz.

It will still go on sale as planned in European countries such as Austria, Switzerland, France, Italy and Norway, and also Asian markets such as Singapore and Hong Kong. "Phones are shipping now," he said.

The company also still plans to launch the phone in other markets, including the U.S., during November, Brusewitz said.

The Xperia X1 first went on sale on October 10, after its announcement at the Mobile World Congress in February. It is a slider phone, with a 3-inch display, touch navigation and a qwerty keypad.

For surfing the Web it supports Wi-Fi and HSPA (High-Speed Packet Access).

Nokia Delivers Additional Tools to Speed Connected Java Gaming Development

Nokia today announced the availability of the latest Software Development Kit (SDK) for SNAP Mobile, its end-to end solution for connected mobile gaming in Java(TM) technology. The SNAP Mobile SDK 2.2 provides developers with a number of innovative tools to make it significantly easier to create connected mobile games. New features include a game template, skinable user interface framework, support for J2SE and Bot API. The SDK is available for download through Forum Nokia, the largest mobile development community worldwide, at http://www.forum.nokia.com/snapmobile

The new game template provides a complete implementation for all required community functionality such as friends list and chat, with an interface that allows developers to either plug in existing game code, or to use as a basis for entirely new connected games. This template enables developers to concentrate on developing their game, not on the platform requirements, since most SNAP Mobile requirements are already in the game template.

With the user interface framework, developers can quickly manipulate a game's look and feel with easy to change XML. The UI framework includes a clean separation of controller logic which makes it easy to use with developers' existing UI frameworks. For example, PopCap Games' Chuzzle(TM) powered by SNAP Mobile is now available with new connected elements that enable players to compete globally for high scores. PopCap took their existing Chuzzle game and used the SNAP Mobile SDK 2.2 to quickly add connected functionality with only minimal redesign to the game's user interface. This is PopCap's first connected mobile game developed on a Nokia platform, with development ongoing for additional games expected to be available in 2009.

The SNAP Mobile SDK 2.2 also adds support for J2SE, enabling developers to design games with cross platform support. This means that SNAP Mobile games can also be created as a desktop applications or applets to run on PCs and web pages with the possibility to play against the same game's mobile version. For example, the N-Gage title Reset Generation uses the SNAP Mobile support for J2SE to enable players to compete against each other from a webpage and from their Nokia device.

The new Bot API helps developers deliver a better connected game experience as it guarantees that mobile players can find opponents online. If an opponent isn't immediately found online, the system will match players with a server based AI so they can play without having to wait for an opponent.

SMS in Gmail gets two-week delay

The new send-to-SMS chat feature in Gmail Labs, you'll have to wait a little longer. On Friday, one of Gmail's product managers, Leo Dirac, posted on the official Gmail blog that a last-minute glitch has resulted in the feature being pulled back for further testing. The glitch, which Dirac says should take about two weeks to fix, would keep the two-way communication feature from turning on all the way, keeping replies from making it back to you.

When the process is working properly you're able to send SMS contacts a message just like you would if they were online. The system would also keep their responses in the same chat window, making it a simple resource for staying in touch even when you or your contacts are not online at the same time.
